Recently, the present Aston Villa boss Unai Emery was asked about his situation at the club, to which he responded by saying the following;

Said Emery, “He is on loan here, but not definitely adding to us with a permanent contract." Said the Aston Villa boss, Unai Emery, describing the present situation of Elliott at the club.

So it is pretty much clear that the English footballer will return to Liverpool sooner or later, he is not going to be an Aston Villa player at the end of the season. He is presently on loan to Ashton Villa, and we can expect him to get some more appearances for the club. But only if he gets to impress his manager more, he may get a permanent contract.
Liverpool are also having a pretty difficult time at this moment, and they may actually need Harvey Elliott on their bench, who has been proven pretty lethal as a substitute multiple times in the previous seasons.
